They can limit the powers unlocked to per character. Is this balanced in anyway? Not at all but I feel this should be the season finale for when they are going to stop making new content. Once you get multiple themes unlocked thats when the chaotic fun begins 😈😈. You can do any number of these for any previous season. You unlock the power up theme from that season. Basically no default theme but you have optional quests to take on which are approximate length of 2-4 chapters of season journey and content follows a theme of a previous season and once you complete it. This one is pretty in line with OPs suggestion, I thought about this before and just added some structure and tiny hint of balance. This event will last up to February if I'm not mistaken, so grab the opportunity to get the one of the hardest wings to grind in game. You could also get the Cosmic Wings there, which is way easier than finding Rainbow Goblins. On the other hand, blizzard just released a new event which gives you "Holiday Gift" for clearing Greater Rift in Adventure Mode. If you got lucky by any chance, you will encounter a unicorn named "Princess Lillian" and that unique mob will drop a wings called "Cosmic Wings" many players have grinded over 1000 hours just to find a rainbow goblin and pray that Lillian is inside Whimsydale because she is not guaranteed to be in that portal, it is also RNG by any chance.
So if you're going to find a Rainbow Goblin(spawn rate of this goblin is around 1/100 runs) kill it and it will spawn a rainbow portal (Whimsydale) and it does have some many mobs that you can kill for loot. Keep in mind that there are many types of Goblins roaming around every area, the most common is the Treasure Goblin. Basically, there is a chance that you will encounter a Treasure Goblin.
